Ukraine’s medical cannabis legalization policy officially took effect on August 16, as the country continues to defend itself against the ongoing aggression from neighboring Russia. This significant policy change grants military veterans suffering from post-traumatic stress disorder (PTSD) and cancer patients access to medical cannabis products, provided they have a prescription from a doctor.
The policy shift reflects a growing recognition of the therapeutic potential of cannabis, particularly for those affected by the trauma of war and serious illnesses. Experts estimate that about 30% of Ukrainian soldiers may be impacted by PTSD, a condition that has seen a notable rise since Russia’s invasion over two years ago. Data from the Ukrainian Electronic Healthcare System (EHS) has also shown a significant increase in PTSD cases during this period, underscoring the urgent need for effective treatment options.
Under the new regulations, cannabis, its resin, extracts, and tinctures have been removed from the list of particularly dangerous substances. Previously, the circulation of these substances was strictly prohibited; however, it is now permitted under specific restrictions. The Ministry of Health has emphasized that the entire supply chain, from the import or cultivation of medical cannabis to its dispensation in pharmacies, will be subject to rigorous license control. Licensing conditions for the cultivation of medical cannabis within Ukraine have been developed and are currently awaiting approval by the Cabinet of Ministers.
The legalization of medical cannabis was passed by Ukrainian lawmakers in December 2023 and was signed into law by President Volodymyr Zelensky in February 2024. This move aligns with President Zelensky’s 2019 presidential campaign promise to legalize medical cannabis, reflecting his commitment to improving healthcare options for Ukrainians, especially those most affected by the ongoing conflict.
