According to FOX 13, a proposed measure in Washington state would impose a far higher tax on cannabis goods based on their THC content. The plan calls for a reorganization of cannabis excise taxes into three rates, one for each product category and one for different levels of THC content.
In addition, the bill would mandate that buyers of high-THC goods be at least 25 years old.
As written, flower and concentrate items with less than 35% THC would be taxed at 37%, those with 35% to 60% THC at 50%, and those with 65% THC at 65%.
The people who made HB 1641 say they want to deal with the safety issues that come up when cannabis is very strong. According to the summary, the plan would divide the current cannabis excise tax into three different rates, one for each product category and THC percentage.
Under the bill, there would be the following:
- A 37% tax on the price of each retail sale of cannabis-infused products, usable cannabis with a THC concentration of less than 35%, and cannabis concentrates with a THC concentration of less than 35%.
- A requirement that each retail sale of cannabis concentrates and usable cannabis with a THC concentration of 35% or more but less than 60% be taxed at 50% of the price.
- A 65% tax would be put on the price of cannabis concentrates and usable cannabis with a THC concentration of more than 60% that is sold at retail.
- High concentrations of THC should not be sold to people under 25 who are not qualifying patients or designated providers.
