California Cannabis Cafes to Serve Food, Drinks, and Host Performances Starting 2025

In a groundbreaking move for the cannabis industry, California Gov. Gavin Newsom signed a bill that will allow cannabis cafes to serve food, beverages, and host live performances. The legislation, authored by Assemblymember Matt Haney (D), marks a significant step in the state’s cannabis landscape and will take effect on January 1, 2025.

This new law builds upon California’s previous regulations that permitted on-site cannabis consumption but prohibited the sale of other consumables. Cannabis cafes will now be able to offer infused food and drinks, creating a more integrated and social experience for customers.

The bill passed with strong support, clearing the Assembly with a 63-5 vote and the Senate with a 30-7 vote. It was backed by the United Commercial and Food Workers union, reflecting the potential economic benefits of the legislation.

Gov. Newsom’s decision comes after he vetoed a previous attempt to legalize cannabis lounges, citing concerns over workplace safety. The new bill addresses those concerns by requiring businesses to evaluate working conditions and post warnings while giving local authorities the option to implement ventilation and filtration standards to maintain smoke-free environments.

“Lots of people want to enjoy legal cannabis in the company of others,” said Haney, via the San Francisco Chronicle. “That is now finally legal in California, and there’s no doubt that cannabis cafes will bring massive economic, cultural, and creative opportunities and benefits to our state.”

Despite this win for the cannabis community, Newsom vetoed a separate bill just a day earlier that would have allowed small cannabis growers to sell products directly to consumers, a decision that may continue to challenge smaller industry players.

As jurisdictions across the state begin establishing their local rules for the cafes, the bill is expected to open up new possibilities for social cannabis consumption while contributing to the state’s cultural and economic growth.
