This workshop will provide attendees with an up close and personal first hand experience as to how one HCA was successfully navigated and how others can successfully navigate them as well. We will review what HCA’s are is and why they are needed, costs of an HCA – professional fees and landlords, how to approach a municipality, and securing an HCA without a defined location. We will also review and explain typical HCA terms and community impact fees – what they are and what gets charged.

Blake Mensing, CEO of The Mensing Group, and a cannabis-focused attorney who was previously associate town counsel for seven municipalities.

Laury Lucian, CEO of marijuana consultant GreenLight Business Solutions, a trainer for the state’s Social Equity training program, and co-owner of Major Bloom, a vertically integrated marijuana operator.

Kate Feodoroff, an attorney with the municipal law firm Mead, Talerman & Costa, Kate has represented over a dozen communities in host community agreement negotiations with applicants and was instrumental in the Town of Maynard awarding an HCA without a location defined in advance.

Shaleen Title holds the social equity chair as a commissioner for the Massachusetts Cannabis Control Commission. She is a vocal advocate for leveling the playing field for disadvantaged and minority applicants adversely impacted by unbalanced drug enforcement policies.
